Our Advocacy Initiatives

Advocacy is a cornerstone of Illinois Security Professionals Association (ISPA) membership, ensuring the private security industry has a strong, unified voice at the state level. Through the ISPA Political Action Committee, security professionals across Illinois are represented and advocated for – from large firms to small businesses – regarding legislation that supports growth, strengthens industry standards, and removes unnecessary barriers, especially for smaller firms who don’t have access to dedicated lobbyists or legal counsel.

A critical focus is licensing and regulation, which are essential to maintaining professionalism, accountability, and public trust in the security industry. ISPA works closely with the Illinois Department of Financial and Professional Regulation to help shape clear, effective guidelines that govern licensing requirements, training standards, and compliance.

By supporting well-defined regulations and consistent standards, ISPA not only protects the integrity of the profession but also ensures security professionals are properly trained, qualified, and prepared to serve their communities.

Making an Impact

LEGISLATIVE & REGULATORY ACCOMPLISHMENTS FOR ISPA (2025)

  • Worked closely with the Illinois Department of Financial and Professional Regulation (IDFPR) on the rollout of its new licensing technology system, including the introduction of Firearm Control Card (FCC) portability.
  • Engaged on an ongoing basis with IDFPR to address ongoing processing delays affecting PERC and FCC license applications.
  • Initiated discussions with IDFPR regarding potential changes to the composition of the board overseeing private security licensing to improve the board’s ability to achieve quorums and conduct regular meetings.
  • Organized ISPA’s first Springfield “Drive Down,” facilitating in-person meetings with key legislators to advance ISPA’s legislative and regulatory priorities.
  • Assisted in securing a speaking engagement for ISPA with IDFPR Division of Professional Regulation Director Camille Lindsay and supported subsequent efforts leading to her receipt of the James Brodie Award for Legislative Excellence.
  • Supported fundraising efforts for the Illinois Security Professionals Political Action Committee (ISPPAC), enabling the PAC to make approximately $8,000 in political contributions during calendar year 2025.
  • Reviewed and monitored thousands of legislative proposals for potential impacts on ISPA’s policy objectives, ensuring timely identification of risks and opportunities.
  • Produced weekly legislative and political updates providing ISPA members with concise, actionable analysis of Illinois legislative, regulatory, and governmental developments, including emerging priorities, challenges, and opportunities facing state policymakers.

Meet our Lobbyist

Christopher Nybo | Chris Nybo, LLC

Chris Nybo is a former Illinois State Senator and member of the House of Representatives who developed a reputation as one of the most bipartisan legislators during a period of intense division. In the Senate, Chris served as Caucus Chair, Spokesperson for the Executive and Financial Institutions Committees, and a member of key industry committees focused on energy, gaming, healthcare, public utilities, transportation, and revenue. His knowledge of and experience with political, legislative and regulatory processes makes him adept at crafting, developing and influencing legislation and public policy. As the president of his own full-service government relations focused law firm, Chris brings his unique experience in advising clients on complex regulatory matters, articulating and advocating policy positions, and creating effective business, legislative and legal strategies. He earned his B.A. from Dartmouth College (summa cum laude), in government and public policy, and his J.D. from the University of Chicago Law School.
